Under his leadership, the company has grown into a national facilities services provider supporting over 3,000 commercial sites, with a continued focus on quality and a clear strategy to expand services across Europe.
Louis represents the second generation of leadership at PPVS, working closely with his father Richard to drive the business forward. As Director, he supports UK and European expansion, helping scale operations while maintaining the high service standards and family values that define PPVS.
Hard FM services are often required by law, to ensure the safety of employees and customers. It refers to the physical materials of a building which cannot be removed. PPVS provide a range of hard facilities management services for clients in verticals such as the commercial, retail and leisure sector.

Planned maintenance is carrying out repairs with the aim of ensuring that an asset does not fail. Planned maintenance refers to any maintenance activity that is planned, documented, and scheduled.
Reactive maintenance are repairs that are carried out after equipment has already become faulty. Reactive facilities management and maintenance focuses on repairing the equipment to operating conditions.

The office Label C obligation and energy-saving duty
Since 1 January 2023, office buildings over 100 m² must hold at least energy label C or they may not lawfully be used. Separately, the energy-saving obligation under the Environmental Management Act requires organisations using more than 50,000 kWh of electricity or 25,000 m³ of gas to implement all measures that pay back within five years, drawing on the recognised-measures list (Erkende Maatregelenlijst). Planned, data-led maintenance is how those obligations are met in practice. It also underpins ESG reporting. The energy and asset data we capture lets you evidence label compliance and savings against your sustainability targets, giving boards, investors and tenants a defensible record instead of a year-end estimate.
The Bbl, the Environment Act and workplace safety
Building rules now sit under the Environment and Planning Act (Omgevingswet), in force since 1 January 2024, and the Buildings Decree (Besluit bouwwerken leefomgeving, Bbl) that replaced the Bouwbesluit, while occupational safety falls under the Working Conditions Act (Arbowet). We keep statutory inspections, fire-safety measures and documentation current to these requirements.
